Functions of consular officer

Consular officers can:

  • issue a European Union Emergency Travel Document if you have lost your passport or other identity document abroad;
  • issue the relevant certificates if you have lost your driving licence or vehicle registration certificate abroad;
  • accept applications concerning Lithuanian citizenship;
  • accept applications for the issue or replacement of a Lithuanian passport and identity card;
  • accept declarations of residence from citizens who have left Lithuania for more than six months, if they have not already made such a declaration in Lithuania;
  • accept applications from Lithuanian citizens to amend, correct or supplement civil status records, and to register in Lithuania civil status acts performed abroad;
  • assist with obtaining criminal record (certificate of no criminal record) certificates;
  • issue consular certificates provided for by law;
  • perform certain notarial acts for Lithuanian citizens;
  • legalise documents through consular legalisation procedures;
  • provide information and issue permits concerning the transportation of a deceased person's remains to Lithuania;
  • if you lose your money abroad, provide information on the quickest ways for your relatives in Lithuania to transfer money to you abroad;
  • in exceptional cases, where the affected citizen has no other means of obtaining assistance, assist in obtaining financial assistance from the state budget, provided that the person receiving such assistance signs a written undertaking to repay it upon returning to Lithuania;
  • where there is a justified need, meet with detained Lithuanian citizens and, at their request, visit them in places of detention;
  • require that the rights of Lithuanian citizens arrested or convicted abroad be respected in accordance with the laws of that foreign country and international treaties;
  • enable Lithuanian citizens to vote at diplomatic missions and consular offices during elections;
  • issue Schengen and Lithuanian visas to foreign nationals.

Consular officers cannot:

  • perform the functions of travel agents, translators or tour guides;
  • provide funeral services;
  • provide banking or postal services;
  • assist with employment in foreign countries or with obtaining foreign visas, residence permits or work permits;
  • provide accommodation or other living quarters;
  • ensure better treatment in medical or detention facilities than that provided to citizens of the country concerned;
  • lend or otherwise provide money from their personal funds or from the state budget, hire a lawyer, or pay hospital, hotel or other bills;
  • act as your legal representative or defence counsel in court;
  • influence or otherwise interfere with the work of law enforcement or other authorities of a foreign country.

Legislation governing the functions of consular officers
